Mr C applied for a community care grant after securing a tenancy following periods of imprisonment and homelessness. The council did not consider that he met any of the five qualifying criteria.
Their assessment focused particularly on the criterion relating to helping people who have been homeless. They determined that he did not meet this criterion as they said he was not receiving any tenancy sustainment support.
After speaking with Mr C and his support worker, we were satisfied that he met another of the criteria which relates to helping people who have been released from prison re-establish a home in the community. We changed the council’s decision on the basis of the available information having been incorrectly interpreted, and awarded the items which met the necessary priority level.
