The council awarded £290 for a washing machine and refused the other items, stating they were excluded from the fund.
C requested a review, arguing that £290 was insufficient and that £1000 was needed for the model they required. They also challenged the refusal of the remaining items.
We reviewed the council’s file and spoke with C. We disagreed that study furniture was excluded but assessed it did not meet the priority level for an award. We agreed that clothing was excluded.
Regarding the washing machine, we considered C’s arguments but concluded that the council’s award complied with statutory guidance and met the identified need.
C later requested a reconsideration of our decision, raising concerns about the award amount, the reviewer’s compassion and qualifications, and alleged bias. A new decision maker reviewed all points carefully, but the original decision was upheld.

- Study furniture such as desk, chairs and lamps would not fall within the 'educational need' exclusion of Annex A.
