C applied for a community care grant for white goods and flooring.
The council awarded the items they assessed as meeting the 'High most Compelling' priority rating. C requested an independent review of the council's decision not to award flooring.
We reviewed the council's file and spoke with C. C explained that they regularly take epileptic fits and have injured themselves doing so. On that basis, we assessed that flooring met HMC and instructed the council to make an award.
Recommendations
- Award flooring for C's living room, bedroom, hallway and kitchen.
Feedback for the council
- Both decision makers should have made further enquiries with C about the severity of their epilepsy, as this was mentioned in the original application and in C's first tier review request.
