Example

C applied for a community care grant to set up their tenancy in supported accommodation following a period of homelessness. 

The council assessed that C was eligible for a grant, met the qualifying criteria and awarded several items they deemed met the necessary priority. However, C was not awarded vinyl for the kitchen and bathroom, carpet for the hallway and an armchair for the bedroom as the council assessed these items did not meet high priority.

We reviewed the council’s file and spoke with both C and their representative. C provided detailed information about their complex health conditions, including severe neck, shoulder, and spinal issues resulting from osteoarthritis. They explained that this condition causes spasms and pain, and significantly affects their gait, breathing, and overall mobility. In light of the additional information provided, we concluded that some of the requested items met the criteria for high priority and changed the council’s decision. 

Recommendations

  • Award C vinyl flooring for their bathroom and kitchen, carpet for the hall, and an armchair for the bedroom.

Feedback for the council

  • The council did not make sufficient follow-up enquiries based on the information provided at first tier about the applicant’s health issues and personal circumstances.
  • The council’s notes and letters did not show how they had evaluated the evidence provided about the applicant’s health conditions or their impact in their priority assessment.

We have asked the council to provide us with confirmation that the award was made within one working day.
