    Priority assessments not taking into account circumstances

Example

C applied for a community care grant to set up a new tenancy. C had moved following harassment from a neighbour.

The council declined the application on the basis that the flooring C applied for did not meet the necessary priority level to be awarded. 

We reviewed the council's file and spoke with C. They explained that they had significant mobility issues connected to a spinal fracture they sustained. This meant having a safe and smooth floor was critical to help them to move around their home. On that basis, we assessed that the flooring met the necessary priority level to be awarded. 

Recommendations

  • Award a hall and stair carpet and kitchen vinyl.

Feedback for the council

  • The council did not make sufficient follow-up enquiries based on the information provided on the application about the applicant’s circumstances. 

We have asked the organisation to provide us with confirmation that the award was made within one week.
