Example
C applied for a Community Care Grant to replace worn and broken items in their home.
The council awarded a cooker but refused the remaining items, as they did not meet the required priority level.
We reviewed the council’s file and spoke with C. C advised that their washing machine had broken down beyond repair. They also explained that as well as having health problems themselves, they have shared overnight care of their young child and need to maintain clean clothing and bedding.
Taking this additional information into account, we revised the council’s decision and awarded a washing machine. We did not change the decision in relation to the other items, as these did not meet the required medium priority level.
Recommendations
- Award a washing machine as this item meets medium priority or higher.
Feedback for the council
- The council’s notes did not provide a personalised assessment of the priority stage of the assessment.
- The decision letter referred to an item the applicant had not applied for.
- Prioritising items as low priority as they have been awarded in the past is not supported by the guidance.
We have asked the council to provide us with confirmation that the award was made within one week.
