C applied for a community care grant to replace their broken integrated fridge freezer. They needed a working appliance to safely store medication.
The council initially assessed that C met the criteria for an award but then declined the application on the basis that they could not provide an integrated appliance for a private rented property.
We reviewed the council’s file and corresponded with C. They explained that their landlord had passed away and they had been issued a notice to quit and a new tenancy. The new agreement stated that the property was unfurnished, meaning the item was not the landlord’s responsibility.
We were satisfied that C met all relevant eligibility criteria. We found nothing in the guidance to support refusing an item simply because the applicant might not be able to take it with them when they move and we were satisfied that C had no suitable space for a standalone appliance.
Therefore, we changed the council’s decision.
Recommendations
- Award £600.00 to allow C to purchase an integrated unit and arrange for installation.
We have asked the organisation to provide us with confirmation that the award was made within one week.
