Example

C applied for a Community Care Grant to replace mattresses, bedding and sofas in their home.

The council declined the application on the basis that C’s circumstances did not meet any of the qualifying criteria as they had not provided the requested information in time. 

We reviewed the council’s file and contacted C for further information. C is a single parent to three children, one of whom has significant behavioural challenges linked to their disabilities, which have a substantial impact on the family and home environment.

C's child is in receipt of disability related benefits and receives support from specialist health and education services. C also said they were stressed, anxious and felt unable to cope. Taking these factors into account, we were satisfied that the criteria relating to a family under exceptional pressure had been met, and that C therefore qualified for a grant.

Recommendations

  • Award three mattresses with robust waterproof covers, as these items met high most compelling.

Feedback for the council

  • Failing to provide evidence is not, in itself a reason to decline an application – an assessment through each stage of the decision making process should be carried out, with a reason why, on balance the application did not pass the relevant stage.
  • Two hours is insufficient for the applicant to respond to a request for information, based on the difficulties with communication the applicant had explained. 
  • Decision makers should base their decision on accurate and up-to-date information.

We have asked the council to provide us with confirmation that the award was made within one week.
