Example

C’s representative applied for a Community Care Grant, explaining that C had recently secured a tenancy following a period of homelessness. They added that C was experiencing significant mental health difficulties following an abusive relationship and complex family circumstances and was receiving ongoing support from specialist services. The application included several household items and flooring.

The council accepted that C met the qualifying criteria and made a partial award for essential items. However, they refused living room and bedroom flooring and a sofa, as these were not assessed as meeting the High Most Compelling (HMC) priority level. At first tier review, additional information was provided, including that C was struggling to use the bed due to their specific circumstances, and were sleeping on the floor. The council maintained their decision.

We reviewed the council’s file and contacted C’s representative, who confirmed that C continues to experience significant mental health challenges and is receiving ongoing support. Based on the information available, we determined that a living room carpet met high most compelling priority, as it would support C to use their living space more comfortably. We also considered that further enquiries should have been made to fully understand C’s needs.
